This spring 2010 it seems it's about shoulders and emphasizing them by gathering the sleeves higher on the arm, having more material, or cropping the sleeves to a point where it gives the illusion of a bigger arm and creating a look of broader shoulders. Notice Raff Simons (bottom row) both have a vest or tank outside slimming up the body but then gathering up at the shoulders which adds contrast and larger shoulders again.
